(a): The Government takes proactive steps to prevent corruption and where found takes effective steps against those found responsible.
(b) & (C): There are twenty three cases of corruption (bribe) detected/ reported during the last three years in various offices of FCI. The detail of such cases is enclosed at Annexure-I
Apart from punitive action in such cases, preventive measures have also been taken such as installation of CCTV Cameras in FCI Depots and introduction of Depot online system with a view to capture all operations on real time basis in place of manual record to minimize the scope for irregularities and corruption.
The detail of Departmental action taken against 28 employees in above mentioned cases is enclosed at Annexure-II.

There is no time frame fixed for disposal of such cases pending before the court of Law. However, the departmental proceedings initiated in such cases are regularly monitored.
The employees, who are proceeded against departmentally under Major Penalty are put into the list of “Officers with Doubtful Integrity”. The list includes names of those officers who after or during the course of inquiry have been found to be lacking in integrity and awarded Departmental Major Penalty. Even the officers who were acquitted on Technical ground in court of law but on the basis of evidence during the trial there remained reasonable suspicious against their integrity are also put in this list. The list of officers with doubtful integrity is prepared on half yearly basis. The employees put in this list are not posted to sensitive seats.
Another list namely “Agreed list of officers” against whose honesty or integrity there are complaints, doubts or suspicion is prepared every year in consultation with CBI authorities. Apart from frequent scrutiny and inspection of their work and performance, unobtrusive watch on their contacts, style of living etc. is kept by CBI.
As far as departmental proceeding are concerned, the position is monitored on regular basis through Monthly Performance Review Meeting and Video Conferencing to ensure timely disposal of cases and avoid undue delay in departmental inquiry against the culprits.
