Question : Performance of Schemes Launched

(a) the year-wise details of the schemes launched by the Government under Ministry of Law and Justice since the year 2014 till date along with the details of the targets set and the achievements made under each of the said schemes;
(b) the State-wise details of the proposals received from various States along with the proposals approved by the Union Government under the schemes sponsored by Ministry of Law and Justice;
(c) the scheme-wise and State-wise details of the funds allocated and utilized for implementation of various schemes of this Ministry during each of the last four years and the current year;
(d) whether the Government has set any time-limit for completing the pending schemes and if so, the details thereof;
(e) whether the Government has any mechanism to monitor the funds allocated to the States/organizations for achieving the said purposes and if so, the details thereof; and
(f) the action taken against the Non Governmental Organizations (NGOs) found guilty in this regard?

(a) to(b)Department of Justice, Ministry of Law & Justice has launched the following three initiatives in 2017 under the Mission Mode project - National Mission for Justice Delivery and Legal Reforms:
(i) Tele Law Service
(ii) Pro Bono Legal Services
(iii) Nyaya Mitra programme
The details of these three schemes are as follows
(i) Tele- Law Service: Tele-Law Service aims to connect the poor and marginalized sections of society through the use of video conferencing and telephone facility available at the Common Service Centers at the Panchayat level to seek legal advice from the panel lawyers stationed at the State Legal Services Authorities. The scheme is being implemented in 11 States; namely Uttar Pradesh, Bihar, Assam, Manipur, Mizoram, Meghalaya , Tripura , Nagaland, Arunachal Pradesh and Sikkim and Jammu and Kashmir.
As on date, 56,001 cases have been registered on the tele law portal and legal advice has been rendered in 49,575 cases.

(ii) Pro Bono Legal Service: Pro Bono Legal Services aims to provide free legal aid through an online database of advocates and eligible litigants. This programme is an attempt to institutionalise dispensation of pro bono legal services across the country by facilitating connection between lawyers and eligible litigants. So far, 391 lawyers have registered to provide pro bono services and 341 cases have been registered on the web application for this purpose. A mobile application for Pro Bono to facilitate seamless connectivity between the litigant and pro bono advocate has also been developed.
(iii) Nyaya Mitra : Nyaya Mitra scheme was launched in 227 selected districts of 16 States that include Rajasthan, Bihar, Uttar Pradesh, West Bengal, Assam, Mizoram, Meghalaya, J&K, Maharashtra, Gujrat, Odisha, Arunachal Pradesh, Sikkim, Manipur, Tripura & Nagaland to facilitate district judiciary in reduction of old pending cases, conducting critical analysis of pending cases, identify the cases in Pre-Lok adalats to be referred to the Lok adalats on priority basis etc. During 2017-18, 15 Nyaya Mitra were appointed for 15 districts: Patna (Bihar), Birbhum (WB), Howrah (WB), Coochbehar(WB), 24 North Paragnas (WB), West Tripura (Tripura), Ghaziabad (UP), Kushinagar (UP), Meerut (UP), Gorakhpur (UP), Varanasi (UP), Ganganagar (Rajasthan), Jalore (Rajasthan), Alwar (Rajasthan) & Bhilwada (Rajasthan) for a contract period of six months (October 2017- March 31, 2018). After review, existing 15 NMs have been reappointed from January 2019 to 31st March 2019.
(c) to (d) A total amount of Rs. 2.35 crore has been allocated under Tele Law Services initiatives and an amount of Rs. 22 lakhs has been allocated under Nyaya Mitra initiative in 2017. Pro Bono Legal Service is enabled through online portal created by NIC for which no cost has been incurred. The schemes are continuing schemes wherein beneficiaries are provided assistance as per their need.
(e) The funds under the Tele Law and Nyaya Mitra initiatives have been allocated for utilization to CSC e-Governance Private Ltd, which monitors the implementation of the Scheme by CSCs. Monitoring is also done through periodic reviews by the Government. Utilization certificates for the funds released are also submitted from time to time by the implementing agency.
(f) Non-Governmental Organizations are not involved in the implementation of these schemes.
