MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI DHARMENDRA PRADHAN)
(a) & (b) : The Government has issued instructions to Public Sector Oil Marketing Companies (OMCs) to ensure that all the Retail Outlets (ROs) have clean toilet facilities under Swachh Bharat Abhiyan.
Accordingly, Government has approved following penalties under Marketing Discipline Guidelines (MDG), 2012 for non-provision of clean toilets at ROs as Major Penalty as below :-
(i) 1st offence - Rs.10,000
(ii) 2nd offence - Rs.20,000
(iii) 3rd offence - Rs.25,000
(iv) 4th offence where minimum penalty upto Rs.30,000 or 45% of the dealer commission along with sales and supplies of the dealership to be stopped for 7 days or till rectification of defect in toilet whichever is lesser.
(c) : As on 01.04.2015, 47,030 Retail Outlets (ROs) are having toilet facilities covering all States/UTs.
(d) : OMCs have reported that there is no criteria/quantity fixed by them for supplying petrol/diesel to their ROs.
(e) As on 15.04.2015, RO dealers are getting dealer commission @ Rs.2013.97 per Kilo Litre and Rs.1253.16 per Kilo Litre on the sale of petrol and diesel in Delhi respectively.
