Question : RESERVATION FOR VISUALLY IMPAIRED PERSONS



(a) whether the Persons with Disabilities Act, 1995, allow 3 per cent reservation in the Civil Services for the disabled;

(b) if so, the names of the disabled persons appointed in the Civil Services during the last four years;

(c) whether it is a fact that a visually impaired candidate who had appeared for the Civil Services Exam in 2006 and was ranked third is yet to be allocated an IAS or any other service especially from Haryana State;

(d) if so, the reasons therefor; and

(e) the time by which the candidate will be allocated an IAS posts?

(a) As per Section 33 of The Persons with Disabilities (Equal Opportunities, Protection of Rules and Full Participation) Act, 1995, every appropriate Governments shall appoint in every establishment such percentage of vacancies not less than three per cent for persons or class of persons with disability in the posts identified for each disability.

(b) The names of the Physically Handicapped Category candidates appointed on the basis of Civil Services Examination from CSE-2005 to 2008 are given in the annexure.

(c) & (d) One vacancy in IAS was notified by UPSC to be filled up on the basis of Civil Services Examination (CSE)-2006. Against that Shri Sagale Sandip Janardan Pant, rank 463 was allocated to IAS. No other visually impaired category candidate was appointed on the basis of CSE, 2006 in IAS. Sh. Ravi Prakash Gupta, who was not initially recommended by UPSC, has been offered appointment to IAS in September, 2010 in compliance with the decision of the Hon’ble Supreme Court.

(e) Time to be taken for allocating any post is dependent on the outcome of inter-departmental consultation and scrutiny of dossier.
