Question : PROMOTION OF YOUTH ACTIVITY AND TRAINING



(a) the norms laid down by the Government for granting financial assistance to promote youth activity and training in rural areas of the country along with financial assistance provided to various organisations including Non-Governmental Organisations during the last three years, State-wise;

(b) whether any mechanism exists with the Government to ensure that the financial assistance provided is not misused or diverted for any other purpose;

(c) if so, the details thereof;

(d) whether certain instances of irregularities in utilisation of funds and non-submission of utilisation certificates by Non-Government and Voluntary Organisations has been reported; and

(e) if so, the details thereof and the action taken thereon?

(a) to (e) A statement is laid on the Table of the House.

(a) to (c) The Ministry of Youth Affairs and Sports provids financial assistance to State level NGOs to promote youth activities and training all over India including rural areas of the country as per the Scheme guidelines for National Programme Youth and Adolescent Development (NPYAD) of Department of Youth Affairs, Ministry of Youth Affairs & Sports. Details of financial assistance provided to various organizations including State level Non-Governmental Organi- zations during the last three years, state-wise are given in Annexure I.

(b) & (c) The monitoring mechanism is inherent in the scheme of NPYAD, as the grantee organization, on completion of programme, is required to submit the details of the activities done under the programme along with performance report, list of participants indicating their age, gender, caste, funds utilization certificate and accounts statement duly signed by a Chartered Accountant, and an Inspection Report signed by either a State Govt. Officer or by a District Youth Coordinator of NYKS. The grants to PIAs are sanc- tioned every year after evaluation of their performance.
