Question : REDUCTION IN ANNUAL PLAN



(a) the names of States which have cut down their Annual Plan during the last three years alongwith the size of the cut stating original plan and the reduced amount;

(b) the reasons for reduction in the Annual Plan;

(c) whether the State Government of Gujarat has been reducing its Annual Plan during the last three years and the amount of Central Plan fund not utilised by the Government of Gujarat meant to implement the Annual Plan;

(d) if so, the reasons therefor; and

(e) the amount of Annual Plan not utilised by the Government of Gujarat?

THE MINISTER OF STATE IN THE MINISTRY OF PLANNING (SHRI M.V. RAJASEKHARAN)

(a): The names of the States which have cut down their Annual Plan during the last three years i.e., 2001-02, 2002-03 and 2003-04, including the size of the cut, original and Revised outlays are given in the Statement attached as ANNEXURE- A to C.

(b): The main reason for reduction in the size of the Plan is the inability of the States to mobilise resources as anticipated.

(c): The size of the Annual Plan of the State Government of Gujarat had been reduced from the originally approved outlays at the revision stage in the year 2001-02 and 2003-04. Central Plan funds are utilized for implementation of the Central Government Plan, and not for implementation of the Annual Plans of States.

(d): Does not arise.

(e): Does not arise.
