Question : CLEARANCE AT INLAND CONTAINER DEPOTS

(a) whether import and export activities in the Inland Container Depots have been stopped in view of instructions issued by the Centra! Board of Excise and Customs on January 22,2007;

(b) if so, the reasons therefor;

(c) the difficulties being faced by the exporters/importers due to this, and

(d) the steps taken by the Government to ensure that genuine exporters/ importers do not suffer1?

(a), (b) & (c) The instructions dated January 22, 2007 issued by the Central Board of Excise and Customs restrict the import of drugs into India through specified places as mentioned in rule 43A of the Drugs and Cosmetics Rules, 1945. No Inland Container Depot is mentioned in the said rules. Hence, importers/ exporters are not able to get clearance of drugs and cosmetics through Inland Container Depots.

(d) The Government is examining this issue and has already taken up the matter with the Ministry of Health & Family Welfare.
