Question : Allocation of CAMPA Funds

(a) the details of the CAMPA funds allocated to various States in the country during the last three years and the current year, State/UT-wise/year-wise/scheme-wise;
(b) whether any audit of the CAMPA fund expenditure has been conducted along with the details of the percentage of total funds for which the audit has been done;
(c) whether the Government proposes to perform 100 percent audit of funds spent in the country including Chhattisgarh during the last year and the current year and if so, the time limit fixed in this regard;
(d) the total number of complaints received by the Government regarding expenditure of the CAMPA funds including the number of people found guilty, State/UT-wise and year-wise; and
(e) the reason for not taking any action against the people found guilty?

(a) The State/UT wise CAMPA funds disbursed during 2019-20 and 2020-21 is attached at Annexure-I. After coming into force of the Compensatory Afforestation Fund (CAF) Act, 2016 with effect from 30.09.2018 an amount of ?48,477.77 crore has been disbursed to 31 States/UTs including Chhattisgarh who have established their State Funds. The transfer/disbursement have been made after these States/UTs have completed the reconciliation of funds, head wise and component wise. The Sate/UT wise outlay of Annual Plans of Operation (APOs) approved during 2019-20, 2020-21 and 2021-22 is attached at Annexure-II.

(b)&(c) The Compensatory Afforestation Fund (CAF) Act, 2016 provides for audit of the accounts of each State Authority by Comptroller and Auditor-General of India.

(d)& (e) All complaints received in the National Authority are forwarded to the concerned State Governments/UT Administrations for enquiry. In addition, the State Governments/UT Administrations take action on their own on the complaints received by them, and after enquiry, take necessary action including initiation of disciplinary proceedings against the guilty personnel.
