Question : Upgradation of Medical Colleges

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government is implementing the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) and the Centrally Sponsored Scheme for strengthening and upgradation of State Government''s medical colleges in the country;

(b) if so, the medical colleges/institutions upgraded under these schemes indicating the funds sanctioned, released and utilized for the purpose during each of the last three years and the current year, college and State/ UT-wise;

(c) the number of proposals for strengthening and upgradation of medical colleges and institutions received by the Government along with the present status of each of these proposals during the said period, State/UT-wise;

(d) whether the Government proposes to upgrade district/referral hospitals into medical colleges; and

(e) if so, the details thereof along with the hospitals identified and criteria adopted for the purpose, State/UT-wise?

(a) to (c): Government of India has taken up upgradation of 13 existing Government Medical Colleges (GMCs) in the first phase, at an approved cost of Rs.120 Crore (central contribution- Rs.100 Crore and State share- Rs.20 Crore) per institute and 6 more GMCs in the second phase of PMSSY, at an approved cost of Rs.150 crore (Central contribution-Rs.125 Crore and State share-Rs.25 crore) per institute. Details of upgradation projects completed and the projects in progress alongwith funds sanctioned/released for upgradation of these Institutions are given at Annex-I.
In addition, 39 Government Medical Colleges/Institutions have been approved for upgradation under PMSSY Phase-III of PMSSY with outlay of Rs.150 Crore per medical college. Fund share between Central and State Government is Rs.120 Crore and Rs.30 Crore respectively. List of GMCs approved under PMSSY Phase-III is at Annex-II. Detailed Project Reports in respect of all medical colleges, except Agartala Medical College, Tripura and Goa Medical College, Goa, have been approved. Further, 12 more GMCs have been announced for upgradation under scheme during the Budget Speech 2014-15. Details of the 12 Medical Colleges identified for upgradation under Phase-IV is at Annex-III.

Besides this, this Ministry is also running a Centrally Sponsored scheme (CSS) for “Strengthening and Upgradation of State Government Medical Colleges for increasing Postgraduate seats”, with fund sharing pattern of 75% by Central Government and 25% by State Government for starting new PG disciplines and increasing PG seats. Under the scheme 72 Medical Colleges in 20 States have been funded (Annex-IV).
Government of India is also implementing another newly introduced CSS for Strengthening of existing government medical colleges to increase the UG seats with proposed central assistance of Rs.7,500 crore and State/UT share of Rs.2,500 Crore. The funding pattern is 90:10 by Central and State Governments respectively for North Eastern and Special category States and 70:30 for other States, with upper ceiling cost pegged at Rs.1.20 crore per seat. The Scheme was approved by the Cabinet in January, 2014. Under this scheme, 23 proposals have been approved till date by the Empowered Committee in the meetings held on 10.3.2015 and 27.11.2015. List is at Annex-V. No funds could be released under this scheme as no budget was available for the scheme in the financial year 2014-15 and in 2015-16 as well.

The proposals received from Himachal Pradesh, Orissa and Tripura were considered while finalizing upgradation under PMSSY Phase-III. Also, the proposal from Rajasthan has been considered in PMSSY Phase-IV.

(d): The Ministry administers a Centrally Sponsored Scheme for “Establishment of New Medical Colleges attached with District/Referral hospitals”, with fund sharing between the Central Government and State Government in the ratio of 90:10 for North East/special category States and 75:25 for other States. The proposed central assistance share is Rs.8457.40 crore and State/UT share is Rs.2513.70 crore. The total cost of establishment of one Medical College under the scheme is Rs.189 crore. The list of district/referral hospitals identified under the scheme is given at Annex-VI.
Criteria for identification of districts under the Scheme:
I. District Hospitals/referral hospital with bed strength of 200 or more.
II. District/Referral hospitals of the districts where there is no medical college;
III. Preference to the underserved areas.
A total of 33 colleges have been approved under the scheme and funds to the tune of Rs.228.53 crore have been released to the States.
