Question : DEVELOPMENT OF NATIONAL HIGHWAYS



(a) the budget allocated, amount sanctioned, released and utilised for research, development and maintenance of National Highways and Bridges during each of the last three years, NH-wise and State-wise including Bihar;

(b) the target fixed and the achievement made for the purpose; and

(c) the present status of every State and the reasons for non-achievement of target?

(a): The allocation of funds for development and maintenance of National Highways (NHs) including Bridges is done State-wise and not NH-wise. Allocation of funds for research work is not done State-wise. The State-wise details of allocation from Gross Budgetary Support (GBS) and expenditure for development of NHs including bridges and maintenance of NHs during each of the last three years are given at Annexure-I and Annexure-II respectively. The details of allocation and expenditure for Research & Development during each of the last three years are given below :-

(b): No State-wise targets are fixed under National Highway Development Project (NHDP) implemented by National Highway Authority of India (NHAI) and Border Road Organization (BRO). State-wise details of targets and achievements for development of NHs implemented by State Public Work Departments (PWDs) under various schemes (such as widening of NHs to two or more lanes, strengthening of weak pavements, construction of missing links, improvement of low grade sections and improvement of riding quality) for each of last three years are given in Annexure-III.

(c): The development and maintenance on NHs is a continuous process and all the NHs in the country are kept in traffic worthy conditions within the available resources as per inter-se priority of works and traffic density. The main reasons for non-achievement of the targets are delay in land acquisition, shifting of utilities, obtaining environment, forest clearances and railway approvals, poor performance of contractors and law & order problems in some States.
