Question : FUNCTIONING OF NATIONAL COUNCIL FOR TEACHER EDUCATION



(a) whether the Government has evaluated the performance of the National Council for Teacher Education (NCTE);

(b) if so, the details thereof;

(c) the extent to which the NCTE has been able to prevent the commercialisation of teacher education;

(d) whether the post of Chairperson/Vice Chairperson of NCTE is lying vacant;and

(e) if so,the reasons therefor and the steps taken to appoint Chairperson/VC for NCTE?

(a) & (b) A Committee constituted by the Government under the Chairmanship of Shri Sudeep Banerjee,the then Advisor,Ministry of Human Resource Development undertook a comprehensive review of the functioning of the National Council for Teacher Education and submitted its report in April,2007.The Committee in its report recommended that the NCTE Act,1993 should be repealed and all regulatory functions relating to teacher education and teacher education systems should be vested in the University system and academic support for development of teacher education in the Country shall be provided through the NCERT.The Universities and other bodies responsible for evaluation/recognition shall develop norms and standards for curriculum and syllabi for teacher education covering all stages of school education.

(c) With a view to prevent commercialization of teacher education,the NCTE had in 2002,notified regulations for determining the tuition fees and other fees chargeable by unaided teacher education institutions.
