Question : CHALLENGES FROM GLOBALISATION



(a) whether CSIR has drawn up a 7 point strategy to counter the challenges from Globalisation;

(b) if so, the details thereof;

(c) the factors behind the initiative taken by CSIR;

(d) whether it is a fact that CSIR has not produced any research to be of significance from the commercial point of view;

(e) if so, whether CSIR propose to take any steps to check the ethos of institution; and

(a)&(b): Yes sir, CSIR has drawn up a seven point strategy to counter the challenges from globalisation. The details of the seven points drawn up by CSIR are:



(i) spearheading the initiative for Indian industry to achieve global leadership based on technology;

(ii) realising the fullest benefits from India`s core competencies and inherent endowments;

(iii) partnering Indian industry to be globally competitive consistent with employment creation and equity;

(iv) promoting the use of greener technologies;

(v) realising value and wealth from hitherto low value resources or wastes;

(vi) settinga newparadigm for Intellectual Property Rights(IPR) nationally and internationally; and

(vii) providing `primary standards` for quality and regulatory compliance and assurance.


(c):The initiative`s arose from the assessment of theeconomic liberalisation reforms on Indian industry and also the potential future impact of India`s joining the WTO.


(d) : All the CSIR laboratories are engaged in commercially useful R&D work. The annual industrial production based on CSIR knowhow is estimated to be around Rs. 4400 crore in 1999-2000.
