(a) whether the Government is planning to prepare new National Action Plan on Climate Change (NAPCC), as the existing NAPCC lasts until 2017;
(b) if so, the details thereof along with the key proposals the plan;
(c) whether the Government has invited comments from State Government; and
(d) if so, the details thereof?

(a) to (d) The Parties to United Nations Framework Convention on Climate Change (UNFCCC) are still negotiating the rules / modalities / guidelines for different elements of the Paris Agreement. The commitments under the Paris Agreement are to apply for the period 2021-2030. Therefore, revision of National Action Plan on Climate Change (NAPCC) in sync with the above goals, is not taken up at this stage.
