Question : Concurrent subject

(a) whether the Government proposes to go ahead with the proposal of granting Institute of Eminence status to Anna University despite the rejection of the proposal by the State Government of Tamil Nadu;
(b) if so, the details thereof along with the manner in which the said proposal will be implemented;
(c) whether reservation in IITs is withdrawn;
(d) the reasons for converting the literacy programme which is a concurrent subject into a central Government programme by including reading materials developed by NCERT; and
(e) the reasons for shifting the literacy programme to school based programme instead of Community based programme with panchayat participation?

(a & b) Anna University had applied for grant of status of Institution of Eminence in the Public Category as per the UGC (Declaration of Government Educational Institutions as Institutions of Eminence) Guidelines, 2017 on 07.12.2017. However, the State Government vide its letter dated 29.10.2020 had communicated its decision of withdrawing its earlier proposal submitted for grant of IoE status.
(c) No Sir.
(d) The National Literacy programme is a national level programme. Both state and central governments will work together in collaboration. The authoritative body for academics is National Council of Educational Research and Training at national level and State Council of Educational Research and Training at state level. The National Education Policy is for the whole country.
(e) There is provision of participation of community in formal schooling in National Education Policy-2020.
