Question : Development of Transport Facility for CAPFs

(a) the percentage of budget in the Financial Year 2022-23 allocated for development of transport facility for Central Armed Police Forces (CAPFs) deployed along far flung border areas;

(b) the percentage of budget expenditure for hardship allowances; and

(c) the total length of roads constructed to connect border out post along the border to facilitate easy movement of forces during the last five years?

(a): Out of the total budget of Rs. 3,158.06 crore allocated for the year 2022-23 under capital heads for the border guarding forces viz. Assam Rifles (AR), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB), a provision of Rs. 405.06 crore has been kept under the head ‘Motor Vehicles’ for transport facility for Border Guarding CAPFs, which is 12.83% of the total allocation.


(b): Out of the total budget of all CAPFs and Assam Rifles under ‘Salary’ head amounting to Rs. 68,623.73 crore for the year 2021-22, an expenditure of Rs. 3,944.00 crore has been incurred on payment of Risk & Hardship Allowance (upto February 2022), which is 5.74% of the budget under ‘Salary’ head.

(c): 705.181 Kms. length of roads have been constructed to connect Border Out Posts (BOP) along the border to facilitate easy movement of forces during the last five years.
