Question : One Nation One FASTag Scheme

(a) whether the Government proposes to implement One Nation One FASTag scheme for having a unified electronic system across the country and if so, the details and the objectives thereof;

(b) the total number of FASTags issued by the Government to ease the traffic congestion at various Toll Plazas till now across the country;

(c) whether the Government has signed any MoU for integration of FASTags with GST e-way bill system and if so, the details thereof;

(d) the details of the benefits/advantages to the public after this move;

(e) whether the Government has identified and resolved problems/issues that are likely to lead to any law and order problem after its implementation and if so, the details thereof; and

(f) the other steps taken by the Government to popularise the use of FASTags in rural areas?

(a) Yes Sir. To enhance National Electronic Toll Collection (NETC) programme coverage and to offer seamless services to consumers across the country, National Highways Authority of India (NHAI) through Indian Highways Management Company Limited (IHMCL) has launched scheme guidelines for inclusion of State Fee Plazas under NETC programme. NHAI has signed agreements with certain states.

(b) Appox. 66 Lakhs FASTags have been issued till 14.11.2019.

(c)& (d) Yes Sir. An MoU was signed on 14.10.2019 between IHMCL and GST Network (GSTN) for integrating E-Way Bill system with FASTag. This has been done with a view to overcoming the existing challenge in track and trace mechanism for GST E-Way Bill (EWB) System and enhance the efficiency in its monitoring.

(e) The Trial run for dedicated FASTag lanes on pilot basis has begun on certain fee plazas. NHAI has appointed Nodal officers at all fee plazas. Government has appointed Central Prabhari officers to monitor the progress.

(f) Advertisements and awareness campaigns are been carried out through various medium across the country. Hoardings/banners have been fixed at fee plazas and many other locations. Pamphlets are being distributed near Fee plazas and FASTag purchase are being facilitated near fee plazas.
