Question : MASTER PLAN OF DELHI



(a) whether a majority of the provisions of the Mater Plan of Delhi-2001 which expired in June, 2001 have not been implemented;

(b) if so, whether the average achievements the MPD-2001 were anticipated to be between 40 and 50 per cent, but the actual services on ground has been in a very poor light; and

(c) if so, the reasons for such deviations?

(a): The Master Plan of Delhi is a planning document given a broad frame work for guiding development and provides for zoning/building regulations to be followed by all agencies including public and private sector in their developmental activities. Master Plan of Delhi-2001, which was notified on 1.8.1990 is a legal document notified under Delhi Development Act, 1957 and will cotinue to operate till superseded by another notification under the Act.

However, as per the provisions of MPD-2001, the Delhi Development Authority has undertaken development of Urban extension/sub-city projects namely Dwarka, Rohini & Narela and also various projects concerning housing, resettlement, traffic and transportation, development of greenery, parks, sports complexes, community facilities, commercial centres etc.

(b)&(c): Delhi Jal Board, Dellhi Vidyut Board & Municipal Corporation of Delhi have taken up implementation of various schemes in accordance with MPD-2001. As per the report of Expert Sub-group on Physical Infrastructure for MPD-2021, setup by DDA the status of infrastructure services in Delhi is as under:
