Question : PMGSY in Rajasthan

(a) the details of the amount sanctioned, allocated and utilized in Rajasthan under the Pradhan Mantri Gram SadakYojana (PMGSY) during the last three years and the current year, district-wise;

(b) the details of the areas covered in Rajasthan under the said scheme during the said period, district wise;

(c) whether the Government has fixed any target across the country under phase-III of PMGSY and if so,the details thereof including Rajasthan;

(d) whether the Government has kept under National priority especially the checking of road accidents under PMGSY phase-III, if so, the details thereof and the reasons therefor; and

(e) the time by which all the road construction works are likely to be completed?

(a):Under the Pradhan Mantri Gram Sadak Yojana (PMGSY), details of the amount sanctioned/allocated and utilized in Rajasthan during the last three years and the current year is as under:

As reported by the State, funds are sanctioned/ allocated to each district based on their actual fund utilization. District wise allocation/utilization of fund in Rajasthan during the last three years and the current year is at Annexure I.

(b) All districts of Rajasthan are covered under the said scheme during the said period. Details of the district-wise length constructed during the last three years and current year in Rajasthan is at Annexure-II.

(c) The Government has on 10th July, 2019 approved phase-III of PMGSY with an aim to consolidate 1,25,000 km Through Routes and Major Rural Links connecting habitations, inter-alia to Gramin Agricultural Markets (GrAMs), Higher Secondary School and Hospitals at an estimated cost of Rs 80,250 crore. The State wise road length allocation under PMGSY-III is at Annexure-III.

(d) As per PMGSY-III guidelines, an independent safety audit at the design stage is mandatory for all roads which have a length more than 5 km. Countermeasures to address potential safety risks, identified through the audit, are included in the Detailed Project Report of the roads.A Rural Road Safety Manual has been prepared by the Ministry and circulated to all States for promoting safer rural roads. The Manual provides guidance on accident data records, safer road design, road safety audit checklists, community awareness and education etc. Suggestive training modules for the use of Programme Implementation Units (PIUs), consultants and other stakeholders have also been given.

(e) All the eligible and feasible habitations in 500+ population categories in plain areas and 250+ in North-Eastern and Himalayan States, Deserts, Tribal and Backward Districts, were targeted for providing all-weather road connectivity. 97.7% of eligible and feasible habitations have already been provided all weather road connectivity. The remaining feasible habitations are at various levels of road connectivity. The task of providing all-weather road connectivity to all eligible and feasible habitations in 100-249 categories in critical Left Wing Extremism, as also the phase-II of PMGSY are targeted for completion in March, 2020. The Road Connectivity Project for Left Wing Extremism Areas, which was launched as separate vertical under PMGSY is targeted for completion in March, 2020. Phase III of PMGSY is targeted for completion in March, 2025.
