(a)&(b)Yes, Sir. Government of Kerala had made a request on 14.8.2009 for assistance of Rs.100 crores for the implementation of `M. N. One Lakh Housing Reconstruction Scheme` either as grant, or grant and loan from Government of India for reconstruction of 60,000 dwelling
units constructed under the erstwhile `One Lakh Housing Scheme` in 1972. These 60,000 dwelling
units were proposed to be reconstructed over 3 years, mostly in rural areas.
c) The State Government was informed on 28.10.2009 that as against the State allocation of
Rs. 449 crore of Additional Central Assistance (ACA) under Basic Services to the Urban Poor (BSUP) and Integrated Housing & Slum Development Programme (IHSDP), about Rs. 380 crore have
already been committed. For utilization of remaining amount, suitable proposals from the State Government are required. The State Government was also informed that it may send appropriate proposals under the new scheme of `Affordable Housing in Partnership`, where an allocation
of Rs. 120.00 crore is available to the State. The State Government was also advised that
projects for upliftment of slum dwellers and urban poor, may be submitted by the Government
of Kerala under the new scheme of Rajiv Awas Yojna (RAY) after the guidelines of the scheme
are finalized and circulated to States/UTs.
As regard proposal of State Government in respect of rural areas, as reported by Ministry of Rural Development, the request of the State Government is not covered under Indira Awas
Yojana (IAY) and therefore, cannot be agreed to.
