Question : ROLE OF PUBLIC REPRESENTATIVES IN PMGSY .



(a) the role assigned to the public representatives in regard to selection of roads, monitoring/inspection of construction status and other matters under the Pradhan Mantri Gram Sadak Yojana (PMGSY);

(b) whether the Government proposes to expand the ambit of the role of the public representatives in the planning and implementation of PMGSY;

(c) if so, the details thereof; and

(d) the policy being formulated in this regard?

(a) to (d): A statement is laid on the Table of the House.


Statement referred to in the reply to part (a) to (d) of the Lok Sabha Starred Question No.303 due for reply on 15/12/2011

(a): PMGSY guidelines provide a role for Members of Parliament and other elected representatives. The major provisions in this regard under PMGSY are as below:-


(i) The Vigilance & Monitoring Committees (V&MCs) are constituted at District level for monitoring of implementation of the programmes of the Ministry of Rural Development including PMGSY so that the schemes are executed in an effective manner


(ii) The proposals received from the Members of Parliament should be given full consideration in the District Panchayat which should record the reason in each case of non-inclusion.


(iii) The Superintending Engineer concerned of the zone/region handling PMGSY should request the Member of Parliament and Zila Pramukh representing that zone/region once in six months to select any PMGSY project(s) for joint inspection.


(iv) All elected representatives associated with the Programme should be duly invited to the foundation laying and inauguration ceremonies. The functions should be held in a manner befitting official functions with due regard to protocol requirements, particularly in relation to Central Ministers and Ministers of States. The foundation stone be laid by the local Member of Parliament (Lok Sabha) with the function presided over by the local Minister or other dignitary as per State Protocol.

(b) to (d): The Pradhan Mantri Gram Sadak Yojna (PMGSY) guidelines envisage the criteria for providing connectivity to all eligible unconnected habitations with a population of 500 persons (2001 Census) and above in plain areas and 250 persons and above in Hill states, Tribal (Schedule V) areas, the Desert Areas (as identified in Desert Development Programme) and in the Left Wing Extremism (LWE) affected/60 Integrated Action Plan (IAP) districts as identified by the Ministry of Home Affairs/Planning Commission based on the core network.
