(a) whether the Government proposes to make the education uniform and universal in the country;

(c) the details of financing pattern and norms under the above plan;

(a) to (e): The Government of India is currently implementing the Centrally Sponsored Schemes of Sarva Shiksha Abhiyaan (SSA) for the universalization of elementary education and the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) programme for the universalization of secondary education. These schemes cover all the States and Union Territories of the country.
The funding pattern between the Centre and the States in 2014-15 was 65:35 (90: 10 for North-Eastern states) for SSA and 75:25 (90: 10 for North-Eastern states) for RMSA. The Revised Plan Outlays in 2014-15 were Rs 24380 crore for SSA and Rs 3480 crore for RMSA.
