Question : FORGED CERTIFICATES TO INDUSTRIAL UNITS



(a) whether attention of the Government has been drawn towards the news-item appearing in the `Navbharat Times` dated November 20, 2001 regarding issuance of guidelines with regard to rules of Supreme Court and non-polluting certificates to industrial units in Delhi;

(b) if so, the facts of the matter reported therein and the reaction of the Government thereto;

(c) the steps taken by the Government in this regard; and

(d) the action taken against the guilty persons?

(a)to(d): The Delhi Pollution Control Committee (DPCC) has reported that based on information that certain elements were apparently cheating the general public/industrialists in the guise of orders of the Hon`ble Supreme Court and forged orders/circulars of the DPCC, a FIR had been lodged by it on November 30, 2000. It had also informed the industrial societies/Associations on November 30, 2000 itself regarding the same. The matter was investigated by the Delhi Police and subsequently referred to the Crime Branch of Delhi Police for further investigation. The Crime Branch of Delhi Police is investigating the matter and had arrested one person on October 8, 2001.
