Question : Assessment of erstwhile IAY

(a) whether according to the 2011 census nearly 20.7 per cent out of the 20.6 crore houses in rural areas are still having thatched roofs and if so, the details thereof, State/UT-wise;

(b) whether the erstwhile Indira Awas Yojana (IAY) has failed to achieve long term desired results since its inception and if so, the details thereof;

(c) the total amount spent under the said scheme along with the total number of houses constructed during the said period in Rajasthan; and

(d) the scheme formulated by the Government to provide houses for all?

(a) : A statement indicating State-wise, total number of rural Census Houses and percentage of Census houses with Grass/Thatch/ Bamboo/ Wood/ Mud as material of roof is given at Annexure-I.

(b) : The erstwhile rural housing scheme, Indira Awaas Yojana (IAY), aimed at addressing housing needs of Below Poverty Line (BPL) households in rural areas. The scheme was launched in June, 1985 as a sub scheme of Rural Landless Employment Guarantee Programme (RLEGP) and was made an independent scheme w.e.f 1st January 1996. Under IAY, 384 lakh houses have been constructed, incurring a total expenditure of Rs. 1,30,280.10 crore.

Although IAY addressed the housing needs in the rural areas, certain gaps were identified during the concurrent evaluations and the Performance Audit by Comptroller and Auditor General (CAG) of India in 2014. These gaps, i.e. non-assessment of housing shortage, lack of transparency in selection of beneficiaries, low quality of house and lack of technical supervision, lack of convergence, loans not availed by beneficiaries and weak mechanism for monitoring, were limiting the impact and outcomes of the programme.

(c) : A statement indicating amount spent and number of houses constructed under the Pradhan Mantri Awaas Yojana-Gramin (erstwhile IAY) during the last five years and current financial year in Rajasthan is given at Annexure-II.

(d) : In order to provide “Housing for All” and to address the gaps that existed in the erstwhile rural housing scheme, IAY has been re-structured into Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) w.e.f. 1st April, 2016. The main features of PMAY-G are as follows:

i. Providing assistance for construction of 1.00 crore houses in rural areas over the period of 3 years from 2016-17 to 2018-19.

ii. Identification of beneficiaries through Gram Sabha based on the housing deprivation parameters as per Socio-Economic and Caste Census (SECC) 2011 data. Accordingly, households who are houseless or living in houses with kutcha walls and kutcha roof with two rooms or less, subject to exclusion criteria data as per SECC, 2011 data would be provided assistance under PMAY-G.

iii. Unit assistance provided is Rs. 1.20 lakh in plains and Rs.1.30 lakh in hilly states, difficult areas and IAP districts.

iv. In addition, the beneficiary will get Rs.12,000/- as assistance for construction of toilet under Swachh Bharat Mission (G), MGNREGA or any other dedicated financing source and 90 person days unskilled wages in plain areas and 95 person days in hilly states, difficult areas and IAP districts under MGNREGS through convergence.

v. The beneficiary would be facilitated to avail loan of upto Rs.70,000/- for construction of the house which is optional.

vi. Unit size of the house to be a minimum of 25 Sq.m.

vii. Setting up of National Technical Support Agency at National Level to provide technical support to the implementing agencies and to the beneficiaries in taking up construction of houses and help in achieving the target set under the project.
