(a) and (b) Yes, Sir. The Department has launched the Samagra Shiksha – an Integrated Scheme for School Education by subsuming the erstwhile Centrally Sponsored Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE) from 2018-19. It is an overarching programme for the school education sector extending from pre-school to class XII and aims to ensure inclusive and equitable quality education at all levels of school education.
The scheme provides support inter-alia for establishment of new schools by up-gradation of upper primary schools to secondary schools and up-gradation of secondary schools to senior secondary schools and, thus, for establishment of composite schools. The scheme also supports strengthening of infrastructure of existing schools. State/UT-wise number of Secondary schools approved under erstwhile RMSA and Samagra Shiksha is at Annexure.
(c) Under Samagra Shiksha scheme, the States and UTs prepare their Annual Work Plan proposal as per their requirements, which are appraised & viable proposals are approved by the Project Approval Board as per guidelines of the scheme, in consultation with the respective States/UTs. 31 upper primary schools in Karnataka have been approved for upgradation to secondary level during the last three years.
(d) & (e) Samagra Shiksha seeks to enhance enrolment at secondary and higher secondary levels by providing a secondary school and higher secondary school within a reasonable distance of 5 Km and 7-10 Km, respectively of every habitation. It also supports strengthening of school infrastructure by provision of funds for new school buildings, additional classrooms, science laboratories, libraries, computer rooms, art and culture rooms, drinking water facilities, boys'' toilets, separate girls'' toilets, Children with Special Needs (CwSN) toilets etc., as per the gaps identified under UDISE+.
