(a) to (c): The setting up of Small Scale Industries is an activity of the individual entrepreneur and Government do not set up any small scale industries. However, Government facilitates the development and promotion of small scale sector through various schemes/programmes implemented in a unified manner throughout the country.
(d) to (f): the Government launched a scheme viz. Integrated Infrastructural Development (IID) Scheme which inter-alia envisages creation/upgradation of infrastructural facilities like power, water, roads, communications & marketing outlets etc. and common services to facilitate setting up of units, creation of employment and promotion of export of the commodities produced there. Under this Schemes, the State Governments/Union Territories are required to formulate proposals and get these appraised by Small Industries Development Bank of India (SIDBI). On the basis of the recommendation of the SIDBI, Government sanctions projects for setting up IID Centres. So far, four proposals received from Government of Assam for setting up IID Centres at Bhomoraguri Distt. Nagoan, Dalgaon Distt. Darrang, Malini Beel Distt. Cachar and Demow Distt. Sibsagar have been sanctioned by Government of India and these are at various stages of implementation.
