Question : Direct Benefit Transfer


(a) whether the Government had decided to credit the subsidy on fertilizers directly to the bank accounts of the farmers;

(b) if so, the date on which the said decision was taken;

(c) whether the Government had completed the preparatory work in this regard and if so, the details thereof;

(d )whether the said scheme has been deffered due to shortage of Point of Sale (PoS) machines; and

(e) if so, the time period of the delay along with the further delay likely to take place in the implementation of the said scheme?

(a): No, Madam. Under the proposed fertilizer DBT system, 100% subsidy on various fertilizer grades shall be released to the fertilizer companies on the basis of actual sales made by the retailers to the beneficiaries. Sale of all subsidised fertilizers to farmers/buyers will be made through Point of Sale (PoS) devices installed at each retailer shop and the beneficiaries will be identified through Aadhaar Card, Kisan Credit Card (KCC), Voter Identity Card etc.
(b) & (c): Does not arise.


(d) & (e): The proposed system of DBT in Fertilizers as mentioned at Sl. No. (a) is being rolled out in a phase wise manner across all the states/UTs. The scheme has been put on ‘Go-Live’ in different states based on preparedness, such as deployment of PoS devices, training of retailers etc. in each state. Till date 19 States/UTs have been covered under DBT Scheme. The implementation of DBT across all States/UTs will be completed by March, 2018.
