Question : SETTING UP OF PCPIR



(a) whether the Government has received the proposals from various States to set up Petroleum; Chemicals and Petrochemicals Investment Region Project (PCPiR).

(b) if so, the details of action taken thereon so far, State/UT-wise;

(c) the necessary viability gap funding through existing schemes; and

(d) the time by which the PCPIR is likely to be made functional?

(a) & (b): Yes Sir, the Government has approved four PCPIRs in the States of Andhra Pradesh (Vishakhapatnam- Kakinada), Gujarat (Dahej), Odisha (Paradeep) and Tamil Nadu (Cuddalore - Nagapattinam). These are infrastructure driven projects.

(c): The Government provides necessary funding in creation or upgradation of physical infrastructure linkage to the PCPIR to make such projects viable, through Viability Gap Funding (VGF), as well as budget support for creation of these linkages.

The funding approved by the Cabinet Committee on Economic Affairs (CCEA) is as follows:-

(d): The four PCPIRs are at different stages of implementation. The PCPIRs are projects with iong gestation periods in which investment by processing units takes place in a gradual manner and it may take 15-20 years to be fully functional.
