Question : FUNDS FOR REPAIRING OF NATIONAL HIGHWAYS



(a) whether the State Governments are getting funds from the Union Government as per their demands for the repair and maintenance of National Highways (NHs);

(b) if so, the details thereof and if not, the reasons therefor along with the demands made by the State Governments for the said purpose and the amount sanctioned/allocated by the Government in respect of their demands during the last three years and the current year;

(c) whether only 40 percent of the required amount is being received from the Ministry of Finance for the repair and maintenance of NHs and if so, the reasons therefor; and

(d) whether the Government has taken up this issue with the Ministry of Finance and if so, the details thereof?

THE MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (SHRI SARVEY SATHYANARAYANA)

(a) to (d) Allocation of funds to the States for Maintenance and Repair (M&R) of National Highways (NHs) is made based on the lane-length distribution and condition of NHs in the States and availability of resources. The non-plan allocations available for M&R of NHs were of the order of about 40% of the actual requirements as per the Ministry’s stipulated norms. Accordingly, it was not possible to allocate sufficient funds for M&R of NHs as per the requirement projected by the State Governments. This Ministry has taken up the issue with the Ministry of Finance. Accordingly, the allocation under M&R has been enhanced to about Rs. 2,000 crore.

The State/UT-wise details of funds allocated and expenditure incurred for M&R of NHs during each of the last three years are annexed. The State/UT-wise allocation of funds for M&R of NHs during the current year is not finalized.
