Question : Availability of quarters for Central Government Employees

(a) whether there is huge gap between demand for and availability of residential quarters for Central Government employees in Delhi and if so, the details thereof, type-wise and location-wise;

(b) the details of residential quarters constructed in Delhi during the last five years, type-wise and location-wise;

(c) the reasons for the Government’s failure to provide hundred per cent accommodation facility to employees so far;

(d) whether the Government has any plan to construct quarters on massive scale to end the long waiting list in Delhi and if so, the details thereof and if not, the reasons therefor;

(e) whether a large number of occupants are still continuing to occupy such accommodation in Delhi even after expiry of their defined period/tenure for the purpose and if so, the details thereof; and

(f) the steps being taken by the Government to vacate such premises?

(a): The percentage gap between demand and availability of General Pool Residential Accommodation (GPRA) in Delhi is about 22%. The category-wise details of demand and availability status of GPRA in Delhi is enclosed at Annexure-I. Location wise details of demand are not maintained.

(b): The details of GPRAs constructed in Delhi during the last five years, category and location-wise is at Annexure-II.

(c) & (D): All Government employees do not demand GPRA, since some prefer to make private arrangements or avail House Rent Allowance(HRA). The government has taken various steps to maintain the balance between demand and allotment including construction of new residential units. The details of projects which are presently under construction/redevelopment are at Annexure-III.

(e): No, Sir. There are about 5% unauthorized occupants as per Government Accommodation Management System (GAMS) at present.

(f): Action to vacate/evict the unauthorised occupants is taken as per the Public Premises (Eviction of Unauthorised Occupants) Act, 1971.
