Question : DEBARRING CANDIDATES HAVING MORE THAN TWO CHILDREN FROM CONTESTING ELECTIONS



(a) whether there is any proposal to disqualify those persons who have more than two children from contesting elections to the Lok Sabha;

(b) if so, the details thereof; and

(c) the time by which a final decision is likely to be taken in this regard?

(a), (b) & (c) : A Bill namely the Constitution (Seventy-Ninth Amendment) Bill, 1992 was introduced in the Rajya Sabha on 22.12.92 by the then Government which sought to disqualify a person for being chosen as, and for being, a member of a House of Parliament or Legislature of a State for having more than two children so as to promote population control and small family norm. The Bill is still pending in that House for consideration and passing by that House.
