Question : Funds under UDAY

(a) whether any funds have been allocated to State of Punjab or power distribution utilities of the State under the Ujjwal Discom Assurance Yojana that is currently being implemented;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether the Government has conducted any performance assessment of utilities to measure the outcomes of operational improvements in indicators like Reduction in Aggregate Technical and Commercial losses as envisaged in the scheme; and

(d) if so, the details thereof, State-wise, and if not, the reasons therefor?

(a) & (b) : No, Madam. Funds have not been allocated to any State/Distribution utilities (Discoms) including Punjab and its DISCOMs under Ujjwal Discom Assurance Yojana (UDAY) scheme as the scheme is based on the premise that liabilities of DISCOMs are contingent liabilities of the States.

(c) & (d) : The Government is continuously conducting performance assessments in the Monitoring Committee Meetings & focused meetings with States/DISCOMs. The indicative performance of two outcome parameters i.e. Aggregate Technical & Commercial (AT&C) losses and Average Cost of Supply- Average Revenue Realized (ACS-ARR) Gap is updated by participating states on the web portal www.uday.gov.in. As on 7th March, 2017, the AT&C loss and ACS-ARR gap figures for UDAY States, as per the portal, are 22.52% and Rs.0.59/kwh. The corresponding national figures for 2014-15 were 24.62% & Rs.0.60/kwh respectively. The final figures of outcome parameters of UDAY States would be available only after the audited balance sheets of DISCOMs are available.
