Question : Data Collection and Analysis

(a) whether the Government has been collecting data of employment generated across the country in sets of self-employed, privately employed and Government employed format for efficient data collection and analysis;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether the Government has also been collecting data of those employed through various investments in Infrastructure projects, increasing registration in EPFO, etc.; and

(d) if so, the details thereof?

(a) & (b): Government launched a new regular Employment-Unemployment survey, namely, Periodic Labour Force Survey (PLFS) during 2017-18 with an objective of measuring quarterly changes of various indicators of the labour market in urban areas as well as for generating annual estimates of these indicators for rural and urban areas.

Based on the Annual Report (July, 2017-June, 2018) of PLFS, the Worker Population Ratio (WPR) in usual status at All India was 34.7 percent. The percentage distribution of workers by their status in employment (self-employed, regular wage / salaried employees and casual labour) is as under:

Further, the percentage distribution of workers in usual status in different type of enterprise in non-agriculture sectors and agriculture sector excluding growing of crops, market gardening, horticulture and growing of crops combined with farming of animals at all India is as under:

(c) & (d): Since April, 2018 the Ministry of Statistics and Programme Implementation is bringing out the statistics related to employment in the formal sector covering the period September 2017 onward, using information on the number of subscribers who have subscribed under three major schemes, namely, the Employees’ Provident Fund (EPF) Scheme, the Employees’ State Insurance (ESI) Scheme and the National Pension Scheme (NPS).

The number of new subscribers joined during September, 2017 till August, 2019 in these schemes is as under:
