Question : Ongoing Railway Projects in Madhya Pradesh

(a) the details of the ongoing and pending railway projects in the country especially in Madhya Pradesh including Bhind-Datia Parliamentary constituency; project/area-wise;

(b) the details of targets fixed during the current year for development of new lines/gauge conversion/doubling projects in Madhya Pradesh including Bhind-Datia Parliamentary constituency;

(c) the details of the funds allocated for the development of railway projects in Madhya Pradesh in the budget during 2020-21, 2021-22 and 2022-23;

(d) the details of the steps taken by the Railways to speed up these pending railway projects in Madhya Pradesh;

(e) the number of projects out of the above that are lagging behind the schedule; and

(f) the time by which these projects are likely to be completed?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (f) OF STARRED QUESTION NO. 217 BY SHRIMATI SANDHYA RAY TO BE ANSWERED IN LOK SABHA ON 16.03.2022 REGARDING ONGOING RAILWAY PROJECTS IN MADHYA PRADESH.

(a) to (f): The Railway projects are sanctioned/executed Zonal Railway wise and not State-wise/ parliamentary constituency wise as the Railways’ projects may span across State boundaries.

As on 01.04.2021, 484 Railway projects of 51,165 Km length, costing approx. `7.53 lakh crore are in different stages of planning/sanction/execution, out of which 10,638 Km length has been commissioned and an expenditure of approx. `2.14 lakh crore has been incurred upto March, 2021. These include:-

(i) 187 New line projects of 21,037 Km length, costing `4,05,916 crore, out of which commissioning of 2,621 Km length has been achieved and expenditure of `1,05,591 crore has been incurred upto March, 2021.
(ii) 46 Gauge Conversion projects of 6,213 Km length, costing `53,171 crore, out of which commissioning of 3,587 Km length has been achieved and expenditure of `22,184 crore has been incurred upto March, 2021.
(iii) 251 Doubling projects of 23,915 Km length, costing `2,93,471 crore, out of which commissioning of 4,430 Km length has been achieved and expenditure of `86,041 crore has been incurred upto March, 2021.

MADHYA PRADESH
As on 01.04.2021, 35 projects (8 new lines, 3 Gauge conversion and 24 Doubling) of 6,104 km length, costing ` 81,638 crore falling fully/partly in Madhya Pradesh including Bhind-Datia parliamentary constituency are under different stages of planning/approval/execution, out of which, 1124 km length has been commissioned and an expenditure of `21,305 Cr. has been incurred upto March 2021. These include:

• 8 New Line Projects covering a length of 1,979 km at a cost of `35,235 crore, out of which 355 km length has been commissioned and an expenditure of `5,678 crore has been incurred upto March 21.
• 3 Gauge Conversion Projects covering a length of 962 km at a cost of ` 11,231 crore, out of which 407 km length has been commissioned and an expenditure of `3,518 crore has been incurred upto March 21.
• 24 Doubling Projects covering a length of 3,163 km at a cost of `35,172 crore, out of which 362 km length has been commissioned and an expenditure of ` 12,109 crore has been incurred upto March 21.

Projects in the State of Madhya Pradesh are covered by South East Central Railway, West Central Railway, Central Railway, North Western Railway, East Central Railway, North Central Railway and Western Railway.

The completion of any Railway project(s) depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, deposition of cost share by State Government in cost sharing projects, priority of projects, shifting of infringing utilities, statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project(s) site, number of working months in a year for particular project site due to climatic conditions etc. and all these factors affect the completion time and cost of the project(s), which is finally worked out at the completion stage, due to which the confirmed time frame for completion of projects cannot be ascertained at this stage. However, Railways is making all the efforts for expeditious completion of projects.

Since 2014, there has been a substantial increase in the Budget allocation and commensurate commissioning of the projects. The Average Annual Budget allocation for Infrastructure projects & safety works, falling fully/ partly in State of Madhya Pradesh, during 2014-19 has been enhanced to `4,213 crore per year from `632 crore per year during 2009-14, which is 567% more than Average Annual Budget allocation during 2009-14. These allocations have been increased to `6,906 crore in Financial Year 2019-20 (993% more than the Average Annual Budget allocation of 2009-14) and `6,509 crore in Financial Year 2020-21 (930% more than the Average Annual Budget allocation of 2009-14). For Financial Year 2021-22, budget outlay of `9,041 crore has been provided for these Projects, which is 1331% more than the Average Annual Budget outlay of 2009-14 (`632 crore per year). For Financial Year 2022-23, highest ever budget outlay of `12,110 crore has been proposed for these Projects, which is 1816% more than the Average Annual Budget outlay of 2009-14 (`632 crore per year).
Various steps being taken by the Government for effective and speedy implementation of rail projects include (i) prioritisation of projects (ii) substantial increase in allocation of funds on priority projects (iii) delegation of powers at field level (iv) close monitoring of progress of project at various levels, and (v) regular follow up with State Governments and concerned authorities for expeditious land acquisition, forestry and Wildlife clearances and for resolving other issues pertaining to projects. This has led to substantial increase in rate of commissioning since 2014. During 2009-14, 145 km (80 km of Gauge conversion and 65 km of Doubling), falling fully/partly in the state of Madhya Pradesh, have been commissioned at an average rate of 29 km per year. During 2014-21, 1327 km sections (293 km New line, 579 km Gauge conversion and 455 km Doubling projects), falling fully/partly in the state of Madhya Pradesh, have been commissioned at an average rate of 189.57 km per year, which is 5537% more than average annual commissioning achieved during 2009-14.
