Will the Minister of CULTURE be pleased to state:

(a) whether the Government has conducted any study to ascertain the functioning of Regional Cultural Centres;
(b) if so, the details thereof;
(c) whether the Regional Cultural Centres have failed to achieve their objective of conservation, innovation, projection and promotion of folk and tribal arts;
(d) if so, the details thereof and the reasons therefor; and
(e) the details of the activities of the said centres in the country during the last five years and the current year?

(a) Yes, Madam.

(b) A Committee was constituted in August 2010 under the Chairmanship of Shri Mani Shankar Aiyar, Hon’ble Member of Parliament (Rajya Sabha) to review the functioning of all seven Zonal Cultural Centres (ZCCs).

(c) No, Madam.

(d) Does not arise.

(e) The details of the major activities of all the seven ZCCs during the last five years and the current year are enclosed at Annexure-A.

Major activities of all the seven Zonal Cultural Centres (ZCCs) for the past five years and the current year

• Total 1711 programmes organized under National Cultural Exchange Programme.
• Documentation of 223 Folk, Tribal and other Art Forms.
• Under Guru Shishya Parampara Scheme, 411 Gurus benefitted.
• Total 263 Artistes benefitted under Young Talent Scheme.
• Organized 2705 Shilpa Gram Festivals and other events apart from conducting 693 Plays, Theatre Shows etc.
• Organized 617 Lok Tarang Folk Dance Festival.
• Organized Opening Ceremony of Silver Jubilee Celebrations on 13th April, 2012.
• Implementation of seven schemes i.e. Award to Young Talented Artistes, Guru Shishya Parampara Scheme, Theater Rejuvenation Scheme, Research & Documentation Scheme, Shilpgram Scheme, Octave and J&K Festivals, National Cultural Exchange Programme (NCEP).
• Preparation of National Compendium of Folk and Tribal Dance Art Forms.
• Preparation of Coffee Table Book containing 200 photographs of all ZCC and revived/ documented art forms.
• Organized Closing Ceremony of Silver Jubilee Celebrations from 14th to 16th November, 2013.
• Enhancement of Honorarium of Folk & Tribal Artists.
• “Maati-Ke-Rang” festival organized by North East Zone Cultural Centre (NEZCC), Dimapur from 13th to 17th January, 2015 at Dimapur.
• Formulated a template for uniform Recruitment and Service Rules, 2015 for all ZCCs.
• Formulated a common Human Resource Development (HRD) Policy for all ZCCs.
• Organized a national cultural festival namely “Rashtriya Sanskriti Mahotsav” from 1st to 8th November, 2015 at Indira Gandhi National Centre for Arts (IGNCA), Janpath, New Delhi, which will be institutionalized as an annual feature. It showcased unique element of Indian culture i.e. unity in diversity and received huge response from masses. About 1400 artists participated from almost every corner of India. Many VIPs graced the occasion with their august presence. The festival was grand success.
