Question : Free administration of COVID Vaccine

(a) the number of COVID vaccines that were administered for free, States/UT/district-wise including Rajasthan;
(b) the details of rural-urban breakup of free vaccines and also gender-wise breakup in rural areas;
(c) the free vaccines administered as a percentage of total vaccines administered;
(d) the total amount of funds spent on free vaccination and separately for expenses on fuel; and
(e) the steps taken by the Government to raise awareness and reduce reluctance among people for vaccination?

(a) to (c) The COVID-19 vaccine is available free of cost for all citizens of the country aged 18 years and above irrespective of their socio-economic status at all Government COVID-19 Vaccination Centres (CVCs). As per data of vaccination coverage at Government and Private CVCs are available from 1st May 2021 to 30th November 2021, 1,03,12,19,459 (96%) vaccine doses have been administered at Government COVID-19 Vaccination Centres (CVCs). State/UT-wise details of vaccine administration at Government CVCs is attached at Annexure 1.
Since 1st April 2021 to 30th November 2021, a total of 75,20,35,586 (68%) vaccine doses have been administered at CVCs located in rural areas, while 35,29,98,471 (32%) vaccine doses have been administered at CVCs located in urban areas.

As on 30th November 2021, a total of 63,39,45,173 (51%) vaccine doses have been administered to male population and 60,09,00,639 (49%) vaccine doses have been administered to females.

(d) In the current financial year i.e. 2021-22, INR 35,000 crore has been budgeted for procurement of COVID-19 Vaccination Programme. As on 27th November 2021, an expenditure of INR 19,675.46 crore has been incurred against this allocation which has been utilized for procurement of COVID-19 vaccine for free of cost supply to State/UTs. No separate expenses have been allocated for fuel.

(e) In order to raise awareness about safety and efficacy of COVID-19 vaccines, address vaccine hesitancy and sustain vaccine confidence, a communication strategy is in place. Some key interventions as part of communication strategy include FAQs for general public and healthcare & frontline workers which have been developed & uploaded on Ministry of Health and Family Welfare (MoHFW) website; (https://www.mohfw.gov.in/pdf/FAQsforHCWs&FLWs.pdf). Media channels, radio jockeys etc. have been oriented on correct information regarding COVID-19 vaccination; op-eds and articles by identified experts published to build vaccine confidence; dissemination of fact check videos by key experts to provide correct & factual information. MoHFW has advised States/UTs to disseminate clear, consistent, transparent and factual information to general public to clear misconceptions and sustain vaccine confidence.
