(a) whether the Government has initiated special measures to address the impact of climate change on agricultural production;

(a) to (c): Yes, Madam. The Government is implementing National Mission for Sustainable Agriculture (NMSA), which is one of the eight Missions under National Action Plan on Climate Change which was launched in 2010. Climate resilient interventions have been embedded and mainstreamed into Missions/ Programmes/ Schemes of Ministry of Agriculture and Farmers Welfare through a process of restructuring and convergence. NMSA as a programmatic intervention aims at making agriculture more productive, sustainable, remunerative and climate resilient by promoting location specific integrated/composite farming system; soil and moisture conservation measures; comprehensive soil health management; effective water management practices and mainstreaming rainfed technologies. 623 District Agricultural Contingency Plans (DACP) have been prepared to advice the States for undertaking suitable coping mechanisms to minimize the crop losses due to climatic aberrations.

Indian Council of Agricultural Research (ICAR) initiated a network project on National Innovations in Climate Resilient Agriculture (NICRA) in 2011 aiming at enhancing climate resilience of Indian agriculture through strategic research, technology demonstration, capacity building and sponsored/ competitive grant projects. The research on adaptation and mitigation covers crops, livestock, fisheries and natural resource management.

National Action Plan on Climate Change (NAPCC) outlines a number of steps to advance India’s development and climate change related objectives of adaptation and mitigation. 32 States and Union Territories have prepared State Action Plan on Climate Change consistent with objectives of NAPCC, highlighting State and Sector specific issues relating to climate change.
Under the Central Sector Scheme – Climate Change Action Plan of Ministry of Environment Forest & Climate Change, the Government releases grant for State Action Plans on Climate Change including capacity building of State and Union Territories (UTs). The Government is also implementing a Central Sector Scheme – National Adaptation Fund on Climate Change (NAFCC) to assist National and State level adaptation measures in areas that are particularly vulnerable to the adverse impacts of climate change.
