Question : Indiramma Flood Flow Canal and Gollavagu Project

(a) whether it is true that Indiramma Flood Flow Canal and Gollavagu Project in Telangana have been taken up under PMKSY with a targeted irrigation potential of 40,000 and 4,000 hectares respectively on priority basis;
(b) if so, the details thereof;
(c) whether the said projects were given ‘priority’ status and if so, the details thereof;
(d) whether these projects are to be completed by December, 2019 and if so, the details and progress thereof;
(e) if not, the reasons therefor; and
(f) the quantum of funds allocated, sanctioned, released and utilized for each of the said projects during the last three years and the current year, year-wise?

(a) to (e) Water Resources projects are planned, funded, executed and maintained by the State Governments themselves as per their own resources and priorities. In order to supplement the efforts of the State Governments, Government of India provides technical and financial assistance to State Governments to encourage sustainable development and efficient management of water resources through various schemes and programmes such as Accelerated Irrigation Benefits Programme (AIBP) etc. under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY).

During 2016-17, eleven ongoing projects in Telangana State under PMKSY-AIBP scheme including Indiramma Flood Flow Canal and Gollavagu Project were prioritized in consultation with the State for completion in phases by December, 2019. Funding mechanism through NABARD has been approved by the Government for both Central and State share.

As per information available, Ultimate Irrigation Potential (UIP) and Irrigation Potential Created (IPC) in hectare (ha), and completion status of these projects are shown below:

(f) As per approved scheme, entire eligible Central Assistance (CA) for Indiramma Flood Flow Canal amounting to Rs.382.40 crore has been released up to March, 2016 and it is not eligible for further CA. In respect of Gollavagu project, CA of Rs.60.47 crore was released up to March, 2016. Further, CA of Rs.2.176 crore was sanctioned for this project on 29th March, 2017. However, the same could not be released as sanction by NABARD was not available at that time.
