Question : Infiltration from Pakistan and Incursions by Chinese Troops

(a) whether the Government has taken note of infiltration from Pakistan and incursions / transgressions by Chinese troops into Indian territory including Ladakh region and its construction activities in Pakistan occupied Kashmir;

(b) if so, the details of such instances reported during 2015-16;

(c) whether the Government has taken up the matter with the China and Pakistan Governments in this regard, if so, the details thereof;

(d) whether the Government proposes to enhance procurement of weapons and artilleries and increase the deployment of army in the border areas to counter such move; and

(e) if so, the details thereof along with the amount likely to be invested for the purpose?

(a) & (b): There have been no instances of incursions by Chinese troops into Indian territory. There is no commonly delineated Line of Actual Control (LAC) between India and China. There are areas along the border including areas in Ladakh where India and China have differing perception of LAC. Due to both sides undertaking patrolling upto their perception of the LAC, transgressions do occur.


Regarding construction activities in Pakistan occupied Kashmir (PoK), Government has seen such reports and has conveyed its concerns to China about their activities and asked them to cease such activities.
As per assessment, details of infiltration by terrorists in J&K are as under:

(c) Government regularly takes up any transgression along LAC with the Chinese side through established mechanisms including Flag meetings, Border Personnel meetings, meetings of Working Mechanism for Consultation and Coordination on India-China Border Affairs and diplomatic channels.
Issues relating to abetting infiltration along India-Pakistan border are taken up with Pakistan military authorities at the appropriate level through the established mechanism of Flag Meetings and weekly talks between the Directorate Generals of Military Operations of both the countries.

(d) & (e): Government is fully seized of the security needs of the country. Necessary steps, as required, are taken to ensure that the national security concerns are adequately addressed through capability and infrastructural development. This is a continuous process.
