Question : NATIONAL MISSION ON SANITATION



(a) whether the recommendation of the Planning Commission in regard to implementation of a National Mission on Sanitation and Public Health to provide toilets in 100 million households by 2010 has been implemented;

(b) if so, whether the targets have been achieved;

(c) if not, the reasons therefor; and

(d) the steps being taken to dovetail the sanitation campaign with the National Rural Health Mission?

(a) to (c): As per the Eleventh Five Year Plan document, the objective under Total Sanitation Campaign (TSC) is to achieve 100% rural sanitation coverage by the end of Eleventh Five Year Plan. The physical objective in respect of providing toilets to rural households was 69 million against which the achievement as per progress reported by all the States, through online monitoring system maintained by the Department of Drinking Water and Sanitation (DDWS), was 40.61 million as on 31.10.2010.

(d) : The aim of National Rural Health Mission (NRHM) is to have effective integration of good health with sanitation, hygiene, nutrition and safe drinking water. Joint letters have been issued by Secretary (DDWS) and Secretary, Ministry of Health & Family Welfare regarding dovetailing TSC with NRHM for ensuring proper sanitation facilities and hygiene education in all rural areas. Accredited Social Health Activist (ASHA) under NRHM undertake Information, Education and Communication (IEC) activities with regard to promotion of Rural Sanitation.
