Question : MIGRATION OF WORKERS



(a) whether the Government is aware of the migration of workers/unemployed youth from rural areas particularly from Poorvanchal and Himalayan region;

(b) if so, the details thereof and the reasons therefor including the number of migrant workers during each of the last three years and the current year, State-wise; and

(c) the remedial measures taken/being taken by the Government to prevent migration of workers/ unemployed youth by recruiting them for the development of the respective regions?

(a) to (c): A statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF THE LOK SABHA STARRED QUESTION NO.177 FOR ANSWER ON 09.03.2015 REGARDING MIGRATION OF WORKERS RAISED BY SHRI HARISH CHANDRA ALIAS HARISH DWIVEDI: AND DR. RAMESH POKHRIYAL `NISHANK”.

(a): Yes, Madam.

(b): Details of state-wise migration of workers is placed at Annexure- I. This includes migration from Poorvanchal and Himalayan region. The reasons for such migration are lack of job opportunities in the local market, avenues for better wages or better employment opportunities at the destination states/ cities.

(c): To prevent migration of unemployed work force and contain them near their native places, Ministry of Rural Development is implementing Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA) which assures 100 days of employment to every rural household. The same Ministry has also undertaken a placement linked skill development scheme called Pt. Deen Dayal Upadhyaya Grameen Kaushlya Yojana (DDU- GKY) for rural poor youth which primarily targets on skilling of rural unemployed youth to improve their employability. The Ministry of Micro, Small and Medium Enterprises has been implementing a credit-linked subsidy programme named Prime Mini- ster’s Employment Generation Programme (PMEGP) since 2008-09 in collaboration with Khadi and Village Industries Commission (KVIC) for creating employment opportunities in the non-farm sector by setting up of micro-enterprises.
