(a) the criteria/norms for upgrading an institute as an Indian Institute of Science (IIS) in the country;

(b) whether the Union Government has received any proposal from the State Government of Kerala in this regard; and

(a) to (c) There is no set criteria/norms in vogue for upgrading an institute as an Indian Institute of Science. An Indian Institute of Science Education and Research (IISER) has been established at Thiruvanthapuram in the State of Kerala, which has been functioning since August, 2008. This is one of the five (5) IISERs established in the country on the recommendations of Scientific Advisory Council to the Prime Minister.
