Question : Corruption in Management

Will the MINISTER OF URBAN DEVELOPMENT be pleased to state:

(a) whether cases of irregularities/corruption in the management and development of urban cities have come to the notice of the Government during the last three years and the current year;

(b) if so, the details thereof, state/UT-wise and the reasons therefor along with the action taken/being taken by the Government in such cases so far;

(c) whether the Government proposes to set up Indian Institutes of Urban Management (IIUM) in the country and if so, the details thereof along with the time by which a final decision is likely to be taken in this regard; and

(d) the other steps taken/being taken by the Government for effective management and development of urban cities across the country?

(a) & (b): Urban Development is a State subject and implementation of Government Schemes is done through State/ UT Governments and their agencies including Urban Local Bodies (ULBs). The cases of irregularities / corruption in the management and development of urban cities, fall within the purview of State / UT Governments, who are competent to take action and corrective measures.

(c): No, Madam. There is no such proposal.

(d): Urban Development being a State subject, the Government of India supports the efforts of the State / UT Governments by providing assistance under various schemes and programmes in the form of financial and technical support for urban infrastructure, reforms, capacity building and governance issues. The flagship schemes of the Government, under which the above action is taken, are Smart Cities Mission, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Swacch Bharat Mission (SBM), support for Urban Transport including Metros and Heritage City Development and Augmentation Yojana (HRIDAY).
