Question : NLCPR Fund

(a) whether the Non-Lapsable Central Pool of Resources (NLCPR) funds are allocated to the North Eastern States for all round development of the region and if so, the details thereof;
(b) the number of projects which have been retained for funding from NLCPR funds in the current financial year; and
(c) the number of projects which have been selected for funding from NLCPR funds in the current financial year and the details of funds that have been released so far, project-wise?

(a) The funds available under the scheme of Non-Lapsable Central Pool of Resources-State (NLCPR-State) of the Ministry of Development of North Eastern Region through Annual Budgetary Allocation are distributed among North Eastern States as per laid down criteria of normative allocation for funding the infrastructure projects.

(b) and (c) A new Central Sector Scheme of North East Special Infrastructure Development Scheme (NESIDS), in place of the existing scheme of Non-Lapsable Central Pool of Resources-State (NLCPR-State), was approved by the Government of India on 15.12.2017. A Budgetary Outlay of Rs.5300 crore has been approved for three years i.e. from 2017-18 to 2019-20 for taking up new projects under NESIDS and to meet the liabilities of ongoing projects sanctioned earlier under NLCPR-State scheme. Out of this outlay, Rs.3700 crore was earmarked to meet liabilities of ongoing projects of NLCPR and remaining Rs.1600 crore for taking up new projects under NESIDS. As such, no new projects were selected under NLCPR in the current financial year.
