Question : Digitising Supply System

(a) whether the Government is planning to digitize the entire food supply system and their stock and computerize all the Fair Price Shops for distribution of rations to the public to avoid any kind of deliberate and intentional malpractice in such distribution;

(b) if so, the details thereof;

(c) whether it is being carried out on State-to-State basis or randomly picking up the project of digitization and computerization; and

(d) if so, the details thereof and the time by when the Government plans to digitize and computerize the entire FDS and FPSs in the State of Odisha?

(a) & (b): As part of Targeted Public Distribution System (TPDS) reforms, and to plug the leakages and diversion of subsidised foodgrains, 100% ration cards are digitized in all States/UTs, online allocation of foodgrains is made up to all Fair Price Shops (FPSs); online grievance redressal system, toll free helplines and transparency portals are implemented in all States/UTs. Besides, Computerization of Supply Chain Management, which also includes automation of godown operations, is completed in 31 out of 33 States/UTs and electronic Point of Sale (ePoS) devices for transparent distribution of subsidised foodgrains are already installed in 5.14 Lakh (96.3%) of total 5.34 Lakh FPSs in all States/UTs.

(c): The Department has implemented the schemes on ‘End-to-End Computerization of TPDS operations’ and ‘Integrated Management of Public Distribution System’ under the Public Distribution System (PDS) reforms in collaboration with all States/UT Governments at par.

(d): All schematic activities of the End-to-End Computerization scheme, including digitization of ration cards/beneficiaries data, online allocation of foodgrains, supply chain management of foodgrains, online grievance redressal system, toll free helplines and installation of ePoS devices in all FPSs are already completed in the State of Odisha
