Question : HYDEL POWER PROJECTS



(a) whether the share of hydro power in the energy sector has declined from 44% in 1970 to 19% presently and if so, the details thereof and the steps being taken by the Government to increase the production of hydro electricity in the country;

(b) whether the Government proposes to set up/construct Hydro Electric Power Projects in various parts of the country particularly in hilly areas;

(c) if so, the details thereof along with their production capacity target thereof;

(d) the details of the existing hydel power projects in the country along with the power generation capacity and their total contribution towards power generation, project and State-wise;

(e) the details of the proposals received from various States for setting up of hydel power projects which are pending with the Government and the time by which they are likely to be approved, proposal and State-wise;

(f) the details of the hydel power projects accorded clearance by the Government long with the present status of their construction work, total investment involved and their power generation capacities project and State-wise; (g) whether any review was conducted by the Government with regard to implementation of these projects; and (h) if so, the details thereof and the steps taken/being taken by the Government to expedite completion of the ongoing hydel power projects in various States including Arunachal Pradesh in the country?

(a) : The share of hydro power in the energy sector has declined from 43.50% in 1969-70 to 16.32% as on 30th June, 2014.

The National Electricity Policy and the Hydro Power Policy, 2008 encourage setting up of Hydro Electric Projects and tapping the full hydro potential of the country. The National Rehabilitation & Resettlement Policy, 2007 and Land Acquisition, Rehabilitation & Resettlement Act, 2013 addresses issues of rehabilitation & resettlement associated with Hydro Projects.

(b) & (c): Yes, Madam. The following H.E. Projects are under construction / concurred by CEA in the different parts of the country/Hilly areas:-

(d) : At present, 188 Nos. of hydro stations with total installed capacity of 40730.08 MW including 9 pumped storage schemes (PSS) with installed capacity of 4785.6 MW are under operation. Details are given at Annex-III.

(e) : The DPRs of 19 Nos. of H.E. Schemes with total installed capacity of 9430 MW are presently under examination in CEA. Details are given at Annex-IV.

The DPRs of 27 Nos. of Hydro Electric Schemes with an aggregate installed capacity 7730 MW have been returned to the project authorities for re-submission after compliance of various observations of CEA/CWC/GSI and other apprising agencies. Details are given at Annex-V.

The examination of detailed project report involves appraisal of various aspects such as Hydrology, Foundation Engineering & Seismicity, Design and safety of dam, Design of civil structures such as water conductor system, power house, surge shaft etc, Power potential studies, Electro- mechanical design, Geology, Power evacuation, Construction material and Cost etc. In order to appraise the above aspects, CEA consults Central Water Commission/ MoWR/ Central Soil & Material Research Station and Geological Survey of India. The examination of DPRs is an interactive process between the appraising group(s), the developer and concerned State Govt. Therefore, no definite time frame can be given.

(f): Presently, 48 Nos. of Hydro Electric Projects aggregating to 14211.33 MW is under construction in the country. The total likely investment involved is Rs 100251.40 cr. The present status of construction of these projects is given at Annex-VI.

(g) & (h): Government regularly monitor and review the implementation of hydro projects under construction and H.E. Projects concurred by CEA and yet to be taken up for construction as below:

A. For H.E. Projects concurred by CEA and yet to be taken up for construction

# Regular Review meetings with hydro project developers are taken by CEA/MoP to sort out the issues of the developers for these projects.

B. For H.E. Projects Under Construction

# Central Electricity Authority (CEA) is monitoring the progress of hydro power projects (Above 25 MW) continuously through site visits, interaction with the developers & others stakeholders and critical study of monthly progress reports. Chairperson, CEA holds review meetings with the developers and other stakeholders to sort out the critical issues.

# Power project Monitoring Panel (PPMP), set up by the Ministry of Power, independently follows up and monitors the progress of the hydro projects.

# Ministry of Power also reviews the progress of ongoing Hydro electric Projects regularly with the concerned officers of CEA. Equipment manufacturers, State Utilities / CPSUs / Project developers, etc.
