Question : Jawahar Navodaya Vidyalayas

(a) the details of Navodaya Vidyalaya (NV) opened in the country during the last 15 years,
State-wise and place-wise along with the criteria laid down to set up NV in a particular
area;
(b) whether the Government is planning to make residential schools in educationally
backward Block/Area in Assam and if so, the details thereof:
(c) the details of regular posts created and recruitments done for the post of Graduate
Teacher (PGT), Trained Graduate Teacher (TGT) and Primary Teacher (PRT) in NVs set
up during the last 15 years, school-wise;
(d) the details of category-wise UR/OBC/SC/ST recruitments done till date out of total
regular recruitments done in new NV for PRT, PGT and TGT;
(e) the number of teachers who are working on contract basis as PRT, PGT and TGT in these
schools, school-wise and subject-wise and the number of contract basis teachers belong
to UR/OBC/SC/ST, category-wise, school-wise and subject-wise; and
(f) the percentage of contract basis teachers compared to their total sanctioned posts, subjectwise
and category-wise?

(a) to (c): The Navodaya Vidyalaya Scheme envisages opening of one Jawahar Navodaya
Vidyalaya (JNV) in each district of the country. Opening of new JNVs is a continuous process
which depends on the willingness of the concerned State Government/UT administration to make
available requisite suitable land free of cost for construction of the permanent building and
making available required temporary building, free of rent, to run the Vidyalaya till the
permanent building is constructed. However, actual sanction and opening of new JNV depends
on the availability of funds and approval by the Competent Authority. One JNV each has been
sanctioned in all the districts of the country (as on 31st May, 2014) including the state of Assam.
The state of Tamil Nadu has not yet accepted the Navodaya Vidyalaya Scheme.
In the state of Assam, three residential schools and one hostel with capacity of 100
students each have been sanctioned under Samagra Shiksha scheme in Cachar, Kamrup (Metro)
and Majuli districts. Further, 13 sub-districts/blocks, namely, Sarupeta (Pt), Jalah (Pt), Jonai,
Umrangso, Mahur, Maibong, Haflong, Dudhnai, Boko, Phuloni, Silonijan, Khoirabari (Pt) and
Donka, with more than 50% ST population and at least 20,000 tribal persons have been
identified for opening of Eklavya Model Residential School (EMRS).
As JNVs start from the Class VI, posts of Primary Teacher (PRT) are not sanctioned in
JNVs. The details of JNVs opened in the country during the last 15 years, State-wise and placewise
along with the details of posts created and staff in position (as on date) for the post of
Trained Graduate Teacher (TGT) and Post Graduate Teacher (PGT) are annexed.
(d): The details of PGTs and TGTs posted in JNVs opened in the country during the last 15
years, category-wise (as on date) are as under:

(e) & (f): Posts of PGTs & TGTs in JNVs are sanctioned on regular basis and filled up by
transfer, recruitment and promotion duly following the Government of India rules and guidelines
on reservation and concession. Contract teachers are engaged at JNV level on short term basis
against the available vacancies as temporary measure to ensure that academics of students do not
hamper. The details of contract teachers are not maintained by NVS as they are engaged as a
temporary measure. Recruitment and promotion drives are conducted from time to time to fill up
the vacancies.
