Question : Grid Connected Rooftop Solar Programme

(a) whether the Government has any data to show the targets achieved so far under Grid Connected Solar Rooftop Programme for the year 2022 in the States of Uttar Pradesh, Odisha and Rajasthan;
(b) if so, the details thereof, district-wise;
(c) whether the Government has also any data highlighting the central finance assistance to residential sector under the said programme and if so, the details thereof for the said States, district-wise; and;
(d) the details of ongoing projects in the said States under the said flagship programme?

(a) & (b) The ongoing Rooftop Solar Programme Phase II implemented by the Ministry of New and Renewable Energy is demand driven and therefore, state-wise and year-wise targets are not envisaged. Based on the demand received from the Distribution Utilities (DISCOMs) capacity is allocated to them for installation of rooftop solar in the residential sector. State-wise details of capacity allocated vis a vis capacity reported installed in the residential sector under the Programme for the states of Uttar Pradesh, Odisha and Rajasthan as on 30.06.2022, is as follows:

District wise details of capacity updated by the DISCOMs in the online portal of MNRE are placed as Annexure I.
(c) & (d) Under the Programme 4000 MW rooftop solar (RTS) capacity addition is targeted through Central Financial Assistance (CFA) in residential sector.

For individual households CFA upto 40% of the benchmark cost is provided for RTS projects upto 3 kW capacity and upto 20% for RTS system capacity beyond 3 kW and up to 10 kW. For Group Housing Societies/Residential Welfare Associations (GHS/RWA), CFA is limited to 20% for RTS plants for supply of power to common facilities of maximum 500 kW capacity.

Till 30.6.2022, CFA of Rs. 17.10 Cr and Rs.20.73 Cr has been released to the DISCOMs of Uttar Pradesh and Rajasthan respectively under the Programme including advance CFA. No CFA has been released to state of Odisha under the Programme. Funds are released to the DISCOMs against the capacity allocated for the DISCOM area and district-wise funds allocation is not given by the Ministry.

DISCOMs in these three states are implementing the balance capacity against the allocation already made to them under the Programme.
