Question : INTERNATIONALLY FUNDED DEVELOPMENT WORKS



(a): whether the Government of India has received loan from any international organization for carrying out developmental works in the fields of infrastructure and social sector in State;

(b): If so, the details thereof for the last three years, State-wise and project-wise

(c): whether conditions have been set in regard to such projects;

(d): if so, the details thereof; and

(e): steps taken by the Government of India to ensure compliance of such conditions and maximizing benefits accruing therefrom?

(a) & (b): Donar-wise details of externally funded projects in infrastructure and social sector signed with the international organizations during the last three years from 2006-2007 to 2008-2009 are attached as Annexure-A.

Donar-wise, Sate-wise and Project-wise details of disbursement of externally funded Govt. loans in infrastructure and social sector during the last three years from 2006-2007 to 2008-20009 are attached as Annexure-B.

(c ) & (d): In respect of Indo-Japan and Indo-German Bilateral Cooperation, no conditions are attached to the loans as these loans are untied loans.

In respect of ADB, detailed terms and conditions for the implementation of each individual project are set forth in the Loan Document signed with ADB for each project. The details can be seen on ADB’ website “adb.org”.

The general terms and conditions in respect of World Bank loans are attached as Annexure-C.

(e): Projects are checked against readiness indicators before they are launched. During implementation, the projects are monitored through joint review meetings periodically. State level portfolio reviews and site visits are also undertaken from time to time.
