Question : Group Housing Societies


(a) whether the Government has any details of the projects cleared since 2010 onwards in a group housing societies that purchased land in villages in Delhi under Delhi Development Authority (DDA) and which were identified as part of the Land Pooling Policy (LPP) of the DDA and if so, the details thereof, village/zone/sector/year-wise;

(b) the number of projects cleared and kept pending along with reasons therefor;

(c) whether home buyers took loans to pay for their investments, but in so many cases, the lifetime savings of people, who invested in the scheme, have drowned but the development works under the LPP, never took off till now and if so, the details of such projects along with reasons therefor;

(d) whether money would have doubled by now if invested in banks/post offices and even today the DDA’s scheme is yet to be implemented;

(e) if so, the details thereof and if not, the reasons therefor; and

(f) the corrective steps being taken to compensate such investors?

(a)&(b) As on date, Delhi Development Authority (DDA) has not issued any license or granted approval to any housing project including Group Housing Societies under land policy in Land Pooling Zones. DDA has further informed that no proposal for housing projects as per the notified land policy has been received.

(c) to (f) No such data in respect of loans availed by Home buyers is maintained by DDA. Under the Land Pooling Policy, 70 % contiguous land in a Sector is necessarily required to be pooled for further action by DDA. So far, none of the Sectors has achieved this condition. To facilitate the implementation of Land Pooling Policy, the Ministry has allowed issuance of Provisional Notice for formation of Consortium, even where “contiguity” condition is not met. Accordingly, DDA has issued Provisional Notice for formation of Consortium in respect of 3 Sectors viz. Sector 2 and 3 in Zone P II and Sector 10A in Zone N. The portal inviting willingness to participate in land pooling has also been re-opened by DDA for the period upto 25.08.2022. These measures aim at facilitating the eligible participants in terms of the land policy and its regulations.
