Question : PROCUREMENT POLICY



(a) the number of Micro, Small and Medium Enterprises (MSME) owned by the Scheduled Castes and Scheduled Tribes in the country, State-wise;and

(b) the details of the procedure to be followed in regard to 20% annual procurement and out of that 4 % procurement from firms belonging to Scheduled Castes and scheduled Tribes; and

(c) the action likely to be taken by the Government for non-compliance of the Procedure ?

(a): State-wise details of registered Micro, Small and Medium Enterprises (MSME) owned by the Scheduled Castes and Scheduled Tribes in the country as per Final Report of Fourth All India Census of MSME 2006-2007 are at Annexure.

(b): Central Ministries/Departments/PSUs in future, will have to prepare Annual Plan for 20% procurement from MSEs including 4% procurement from Micro & Small Enterprises (MSEs) owned by SCs/ STs and upload the same on their official websites so that MSEs may get advance information about their requirement. Central Ministries/ Departments/PSUs have to organize Vendor Development Programmes/ Buyer Seller Meet for developing appropriate MSE vendors including MSE owned by SC/ST entrepreneurs. Besides these, outreach programmes / special window have to be opened by NSIC especially for SC/ST entrepreneurs.

(c): Central Ministries/Departments/PSUs have to declare their achievement in their Annual Reports. In case Central Ministries/ Departments/PSUs fail to meet 20% procurement from MSEs, they have to provide reasons for the same to the Review Committee headed by Secretary (MSME).
